He directly controls the activity of the Secretariat of State Secretary for Defence Planning and Infrastructure, Department for Defence Planning, Department for Defence Economy, MoD Economics and Financial Agency, MoD Infrastructural Agency and MoD Development and Logsitic Agency.
He exercises the employer's rights over the civil servant personnel and civil servant management staff of the organs and organisations of the Ministry of Defence under his direct control.

He performs the professional control of implementation of tasks related to defence planning, resource and expenditure planning, budgeting, financial and accounting management, defence economic planning, CPSIS system (Chief Preliminary and Subsequent Investigation System), property management, infrastructure (construction, accommodation and property management, property development), military equipment development, military codification and quality management, logistics (production and consumer), procurement and security investment as well as environment and nature protection.
He performs professional control of realisation, utilization, handing over and destroying of surplus stocks under the property management of the Ministry of Defence.
