Under the Minister’s guidance as the head of the organization of the whole ministry - except the Defense Staff - he coordinates of the departments of the Ministry. In accordance with legal regulations and professional requirements he coordinates the implementation of general administrative tasks facilitating the Ministry’s operation from professional point of view and embracing the overall activity of the Ministry. He controls the decision-preparation - except those, which are assigned for the Chief of Defense Staff - falling under the sphere of authority of the Minister, organising and planning their execution. He exercises the employer's rights over civil servants in the organs of the Ministry of Defence falling under his direct control as well as over the management staff of civil servants in the MoD organisations.

He directly controls the activity of the Ministerial Cabinet (Secretariat of the Minister, Parliamentarian Secretariat, Secretariat of the Ministerial Cabinet, Personnel Division, Medical Division), Planning and Coordination Department, Communication and Recruiting Department, MoD Institute and Museum of Military History and defines the tasks for organs under his scope of direction and the ways of their implementation. He controls the regulation of the state air traffic; the external and internal communicational activity of the Ministry, tasks related to human resources policy, scientific activity within the Ministry, organisation of the scientific and tendering activity, cultural, recreational and sport activity, as well as the healthcare policy.

He co-ordinates planning of tasks, preparation of crisis management exercises, issues of equal opportunities, national and ethnic minorities, customer service tasks of the Ministry (general communication tasks), organisation of high level events and implementation of international programmes of the Ministry. He directs the controlling activity at ministry level and supervises the management of surplus stocks being in trusteeship of the Ministry of Defence.
